Based on the Telecommunications Regulatory Law promulgated by Royal Decree No. 30/2002, and the Executive Regulations of the Telecommunications Regulatory Law issued by Decision No. 144/2008, Decision No. 34/2012 regarding the controls for providing public voice telecommunication services using Voice over Internet Protocol (VoIP) technology, the approval of the Board of Directors of the Telecommunications Regulatory Authority, the approval of the Ministry of Finance, and in pursuance of the public interest,
