We, Qaboos Bin Said, Sultan of Oman

after perusal of the Basic Statute of the State promulgated by Royal Decree No. 101/96,

the Royal Decree No. 48/76 Relating to the Signing of External and Internal Financial Transactions and its amendments, 

the Royal Decree 1/80 Establishing the State General Reserve Fund and its amendments,

the Civil Service Law promulgated by Royal Decree No. 8/80 and its amendments, 

the Financial Law promulgated by Royal Decree No. 56/82 and its amendments, 

the Executive Regulation of the Civil Service Law promulgated by Royal Decree No. 52/84,

the Law and Regulations of Government Tenders promulgated by Royal Decree No. 86/84 and its amendments, 

the State Financial Audit Law promulgated by Royal Decree 129/91 and its amendments,

the System for the Collection of Taxes, Fees, and Other Amounts Due to Units of the State Administrative Apparatus promulgated by Royal Decree 32/94,

the Royal Decree 39/96 Determining the Competences of the Ministry of Finance and Adopting its Organisational Structure,

the Royal Decree No. 37/97 Amending Some Competences of the Council of Financial Affairs and Energy Resources,

the Royal Decree No. 54/97 Regarding Imposing Fees,

the Royal Decree No. 84/97 Amending the Names of Some Ministries and abolishing the Ministry of Development,
