Based on the Law on Scholarships, Grants, and Educational Assistance issued by Royal Decree No. 35/2003,
the Royal Decree No. 76/2004 Defining the Competencies of the Ministry of Manpower and Approving its Organizational Structure,
and the Ministerial Decision No. 248/2014 Determining the Ratio of Omani Workers in the Electricity and Water Sectors,
and in pursuance of public interest,
it is hereby decided
