Based on the Land Law promulgated by Royal Decree No. 5 / 80

And to the Royal Decree No. 5 / 81 Regulating the Usufruct of  Sultanate’s  Lands

  And The System of Entitlement to Government Lands issued by Royal Decree No.81 / 84

And  the Law of Real Estate Register issued by Royal Decree No. 2 / 98

And the Royal Decree No. 3 / 2008  for the Terms of Reference of the Ministry of Housing and the adoption of its organizational structure,

And to the Council of Ministers Resolution issued in its session No. 21 / 2006held on 28 Shawaal 1428 A.H corresponding to 20 November 2006,

And pursuant to the exigency of public interest,
