After reviewing the Land Law promulgated by Royal Decree No.5/80

And the Governmental Lands Entitlement System promulgated by the Royal Decree No.81/84

And the Resolution of the Council of Ministers promulgated in its meeting No 7/2008 held on March 18,2008,

and ratified in its meeting No 9/2008 held on April 2nd, 2008 regarding the recommendations of the committee formed to address the situation of open agricultural lands, And pursuant to the public interest exigencies,
